In this country, parents ,regardless of schools’ standards and high tuition fees , enroll their children to private  learning  institutions ,believing that they would experience a better  quality education than that public schools. Recognizant of this reality, school administrators have been sensitively responding to situation. They  have been continuously seeking ways and means to upgrade the standards and quality of their respective school in terms  of its  delivery system and other components of quality education with the great help  of the government units.The continuous growth of the population in the Philippines has been a greater    factor   that affects the quality of education. There are greater and greater number of pupils in a class.  Crowded classroom have been an perennial problem in most public schools particularly in public secondary schools as prescribed by Republic Act 7880. A prescribed classroom size for a classroom-student ratio of 1:45is about 7m x 7m. There are still classes in secondary with fifty to sixty students that is dramatically  raising up the levels of teachers burnout and stress in handling large class size. Delivery of instruction quite suffers for they focus on classroom management and discipline rather than instruction. Small class size, teachers would be able to know all of their students and quickly identify areas of difficulty enable to help them become achievers.  Numerous studies have been done to assess the impact of class size reduction. Most studies do show a relationship between class size and increased students achievement. However, class size is only one factor. Other variables are the quality of teaching techniques and qualified teachers. Department of Education officials reiterate the capacity and creativity of teachers in motivating large class. Besides, the home environment of students on how their parents support them also considers.` This June, a new school year starts just a few weeks ahead  with   newly  elected senators, representatives and local government officials. Many are hoping that this brings a much needed breath of fresh air to the improvement of public schools.
