“WHEREAS, at the close of the Calendar Year ending December 28, 1984, records of the Municipal Treasurer’s Office shows that there is a total of P5,848.29 representing unappropriated balance;
“WHEREAS, there also appears reversion of appropriation in the amount of P59,437.68 and a surplus adjustment in the amount of P7.25;
“WHEREAS, it appears also that there is overestimated revenue in the total amount of P1,000.00;
