“WHEREAS, in view of the developments undergone by the Municipality of Orion during the last four years, as manifested in the reclassification of this municipality from fourth to third class, the Local Sangguniang Bayan felt the need to tap other resources to bolster our revenue since the said reclassification entails or involves additional expenditures for administration aid, personnel services, maintenance and repair of public utilities, roads, bridges and other infrastructure projects;
