“WHEREAS, the successive onslaught of Typhoons Kuring and Daling wrought havoc and devastation in the province of Bataan especially in the Municipality of Orion which was heavily flooded for several days;
“WHEREAS, as a result, many properties, whether public or private, were destroyed or damaged and several others were lost to the rampaging floods;
“WHEREAS, for humane considerations, the Municipal Government of Orion cannot compel its constituents to pay their obligations on real estate due to the destruction of their properties caused by said typhoons;
“WHEREAS, pursuant to the directive of his Excellency, President Ferdinand E. Marcos, real estate tax increase has been suspended for the next three years so that the estimated revenue of the Municipality for the calendar year 1985 will not be met as scheduled and the programs and projects designed for the development of the municipality won’t be realized due to the limited resources;
