“WHEREAS, it has been noted that the people living along the coastal areas of San Vicente River in the Municipality of Orion suffer from floods during rainy seasons;
“WHEREAS, these floods have been traced to be caused by the clogging of dirt, soil, etc, in the San Vicente River;
“WHEREAS, these floods can be prevented and thereby protect the inhabitants of Orion, Bataan against ensuing danger brought about by rains, typhoons and floods, if the said San Vicente River will be dredged soonest possible;
