“WHEREAS, the old building occupied by the Orion Puericulture Center and Maternity Clinic, was abondened and demolished since it is already dilapidated and poses hazards to the lives and health of the general public;
“WHEREAS, the site of the demolished building is utilized by the Municipal Government of Orion, Bataan and constructed in this site are the Multi-Purpose Building, Orion Municipal Hall Annex, Municipal Jail and the Orion Police Station;
“WHEREAS, the Municipality of Orion owns a building which was constructed from municipal funds and some assistance from civic-minded citizens of this town and this building was formerly occupied by the Orion Community Hospital and Health Center;
“WHEREAS, the said building is big enough to accommodate the needs and facilities of the orion Puericulture Center and Maternity Clinic;
