“WHEREAS, some small-scale fishermen of Orion, Bataan have aired their grievances about the unfairness of some fishermen using illegal fishing such as trawl, “sudsod”, Norway, explosives, etc., which rob them most of their daily income and that they are aware that these illegal fishermen have been arrested once or twice but they received a just yet light penalty for their offense.
